Working on behalf of a Local Authority, Aatom Recruitment has an excellent opportunity for an experienced Chief Accountant on 4 months contract with a possibility of an extension. Purpose of the role - The role will work closely with the Head of Finance (s.151 Officer) and be instrumental in helping to shape the Financial Services Team. They will lead on the preparation of the Client Budget and Statement of Accounts under the direction of the Head of Finance and will be responsible for the production of the Collection Fund Duties/Responsibilities- Responsible to the Head of Finance for the management and development of the Team in securing continuous improvement in service delivery. To deputise for the Head of Finance as necessary. To work with the Head of Finance to revise, develop and implement the Medium-Term Financial Plan and the annual budgeting process. To assist on the development and regular monitoring of the efficiency programme to underpin sustainable long-term financial health. Appraising and advising on commercial opportunities and financial targets ensuring compliance with regulatory requirements and procurement best practice. Providing professional advice and objective financial analysis enabling decision makers to take timely and informed business decisions. Support the evaluation of capital projects in accordance with the Client Medium Term Financial Plan. Preparing timely management accounts allowing the monitoring and reporting of financial performance to relevant parties. Promoting Good Financial Management. Verification of the financial implications of proposals in relation to affordability and value for money thereby supporting decision makers in their role. Knowledge/Skills/Qualifications/Experience- Knowledge and understanding of local government, its current issues and their implications. Experience of financial management in the public or private sector. Membership of an accountancy body recognised by the International Federation of Accountants, qualified through examination, and subject to oversight by a professional body that upholds professional standards and exercises disciplinary powers
