Why Choose Us? - This is an exciting time to join the Finance team at DCLG. Our vision is for a strong, strategic and influential Finance team, positioned at the heart of the Department, facilitating decisions at the highest level. Our objective is for the directorate to provide excellent service, improve value in everything we do, and be a great place to work. We want staff of all grades to feel empowered to lead change and continuous improvement, irrespective of their grade or role.

DCLG's Financial Risk Management team is relatively new and is responsible for managing the financial risk from DCLG's portfolio of financial products (such as loans and guarantees), which it offers alongside more traditional grant funding in order to achieve its policy aims. These innovative instruments help deliver high profile housing policies and mark DCLG out in Whitehall. The scale of the portfolio is already significant and continues to grow - with the 2015 manifesto commitments, by 2021 we expect to have contracted over £20bn of financial instruments in the form of direct loans, investments and financial guarantees, including household name programmes such as Help to Buy.

The Role - The risk team is tasked with identifying, measuring and mitigating financial risk linked to these programmes, as well as planning for the full economic life cycle of the projects. We have to balance commercial considerations, and protecting the Department's financial position, with achieving government's purpose and policy aims. This is an opportunity for an energetic and ambitious professional, interested in analysis, risk management and commercial approaches to policy delivery. At its heart, this role is about anticipating, analysing and modelling the issues that could arise for DCLG, and the potential financial impact; embedding and improving our existing approach and policies, including our financial modelling; and building effective relationships with our stakeholders in finance, risk, policy and Arm's Length Bodies.

Your Profile

  • Flexible, proactive and analytical approach.
  • A good communicator who builds strong working relationships.
  • A confident user of Excel and willing to build your knowledge and apply to the risk context.
  • Undergraduate degree in business, economics, mathematics, accounting or other degree with a strong focus on numbers and analysis a bonus.
  • Experience in a modelling environment and understanding of credit risk are an advantage.
  • We want to hear from candidates from all sector backgrounds. Previous candidates have come from audit, practice, financial services, banking and local government.

As an employer of choice DCLG offers an extensive benefits package including:

  • Competitive salary package of £37,292 - £43,407, dependent on experience, plus benefits.
  • 25 days annual leave, increasing annually to 30 days, plus public holidays and an extra day off for the Queen's birthday.

Please do not wait until the closing date to apply as initial interviews will be conducted throughout the process.
