Job Advert Reporting to the Senior Corporate Finance Manager, you will have responsibility for the Capital, Treasury & Insurance Teams covering 10 posts. You will be responsible for providing capital accounting, financing and monitoring advice and information to senior management across all Council Services. You will also research and secure innovative financing solutions, all within the framework of the CIPFA Prudential Code. In addition you will provide a comprehensive service in respect of the Council’s Treasury Management and Insurance Requirements. Key functional responsibilities include Capital Accounting, Budgeting, Monitoring and Financing for 5 year Capital Programmes of c £500m. You will also be responsible for preparing the Council’s Capital Strategy. The Council’s external debt portfolio equates to £260m. You will be responsible for managing that debt and ensuring that any decisions take on borrowing/investment are in accordance with the CIPFA Prudential Code. You will also be responsible for managing the Council’s cash flow which will involve daily multimillion £ transactions. You will also be responsible for preparing the Council’s Treasury Management Strategy. Local Government is under severe financial pressure and must consider all opportunities to deliver savings. With this in mind extensive work has already taken place and will continue to take place, to harness savings in relation to Loans Fund accounting. It is essential that you are a CCAB qualified accountant with a firm grasp of local government finance and in particular asset and loans fund accounting together with an acute awareness of contemporary issues impacting on local government. Moreover, you will be an effective communicator and manager, capable of providing clear leadership for your Section. With an analytical approach you will assess diverse and complex data and produce comprehensive reports. It is essential that you are computer literate. You will work 22.2 hours per week. If you are the successful candidate, you will be required to carry out a Disclosure Scotland check.
