Responsibilities:
Reporting direct to the Head of Performance Management Group, the ISA Business Manager will be responsible for: Collaborating with the wider Performance Management Group (PMG) to develop options in response to site wide issues, risks & opportunities which affect the integrity of the Lifetime Plan; Identifying opportunities for acceleration and deceleration of the projects within the ISA programme in order to optimise the delivery of value; Developing and enhancing relationships with the ISA customers and internal and external stakeholder; Ensuring that Project or Programme Business Cases / sub-programme business cases meet the requirements to pass the SL, NDA or Government approvals; Ensuring the directorate remains compliant to Business Practices. Specific Responsibilities Identify opportunities to accelerate or decelerate scope within the plan and make recommendations for fee / value optimisation (EVA) opportunities in line with the strategic objectives of the programme - including responding to the outputs of studies and wider master planning analysis. Provide the Strategic view across the Portfolio, Programme and Projects within the ISA long-term work list, advising the director on actions required to maintain integration and coherence with the directorate, site, and wider stakeholder strategy objectives. Develop and enhance relationships with internal and also external stakeholders such as the NDA. Ensure integrity of the baselines and that all work carried out is authorised, guiding the ISA AMG and raising issues to the Project Office as required. Lead and/or participate in site wide improvements (through the appropriate forum), scenario analysis and negotiations to ensure that overall site priorities and objectives are being addressed. Lead ISA development of Programme / Business Capability & Competency and co-ordinate the Business Case Approvals on behalf of the ISA AMG to demonstrate to NDA/Government, that projects are being effectively delivered and represent value for money. Gather information, collate, and generate specific reports required by the Ops Division Project Office and above, including: OPAC line of sight; Projects Portfolio report; Ops Division Project tables (for site report); Success criteria & operating plan milestones; and EAB slides (quarterly). Lead the EAC / BCWP quarterly reviews with Ops Division project office, including the preparation of slides. Undertake monthly liaison with the finance team (as a component of the Ops division project office) to understand sanction status of ISA ONE LIST items and update monthly the Rolling Sanction Schedule (RSS) - including production of ISA-specific RSS (with SPERs, IRPs, and OUSB (first submission and/or resubmission for next phase sanction); Provide the ISA AMG with assurance that all governance is in place and also provide the co-ordination on audits such as National Audit Office and NDA. Provide project outturns against baseline for Learning from Experience and Knowledge Management Interface with internal and external clients & contractors as required, incl. schedule & financial integration, assurance, validation, and reconciliation. Perform regular functional peer review and support the PC QA process. Mentor and support the development of PC personnel within their supervision Set standards, through liaison with business functions, to ensure compliance with existing policies and practices and meet expectations of the stakeholders - accept and promote potential challenges with the intention of striving for improvement.
