My client provides an online investment administration service for financial advisers and their clients. It enables financial advisers to consolidate their clients' investments in one place and manage them more effectively; clients also have online access to see how their portfolios are performing. My client is pursuing an aggressive growth strategy in 2020 and is looking for people who can become part of that journey as their business goes from strength to strength. The Role This is a dual role which involves: Being the CASS Operational Oversight Manager and fulfilling the role of CF10a on the FCA Register. Managing finance administration. The CASS Oversight Manager will be responsible for the day-to-day management and compliance with all FCA CASS regulatory requirements and responsibilities. The CASS Oversight Manager should develop appropriate policies and procedures to ensure compliance with the CASS rules (Client Money and Client Assets) and oversee staff performing operational CASS tasks. This will include the production and maintenance of a CASS Oversight Monitoring Plan, FCA regulatory reporting and monthly reports to the board demonstrating CASS Compliance. Responsibilities:
Oversight of the operational effectiveness of the firm's systems and controls that are designed to achieve compliance with CASS. Reporting to the firms governing body on a monthly basis in respect of compliance with CASS and issues to be resolved. (Including monthly attestations). Production of CASS MI to facilitate the above reporting. Analysis of CASS breaches including trends, root cause analysis and rectification. Reporting of material CASS breaches to the FCA. Maintaining regulatory knowledge of all FCA rules applicable to CASS and implementing regulatory change. Keeping up to date with industry best practices in relation to CASS. Providing CASS training to all members of staff and maintaining CASS training records. Management of CASS audits including preparing and providing CASS audit information to the auditors. Corresponding with the auditors on audit points (acting as main point of contact). The tracking and resolution of all audit actions within a timely manner. Communicating with the FCA on CASS related enquiries. Responsibility for the firm's CASS Resolution Pack, ensuring that it is complete and up to date at all times. Development and maintenance of the Firm's CASS Rules & Risk Map. The production and maintenance of policies and procedures required to support the Firm's CASS framework. Ensuring all CASS record keeping requirements are met as per the FCA rules. Daily sign off of CASS reconciliations. Oversight of the production of CASS statements. Production of an annual CASS report to the board. Completing and submitting the CMAR FCA Gabriel report by the required due date. Oversight and due diligence of third-party arrangements relating to CASS. Ensuring all staff with CASS responsibilities carry out their roles to the required standard as well as taking part in the recruitment and selection process where necessary. Providing compliance monitoring assistance to the CF10 (Head of Compliance & Risk). The Finance Manager role is responsible for dealing with general finance enquiries to support our clients, suppliers and partners. Key

Reviewing the daily Client Money Account reconciliations (ties into CASS) Preparation and submission of FCA returns Reconciliation and payment of supplier invoices and adviser fees Production and issue of adviser fee statements Reconciliation of income receipts Inter-account transfers and other payments Experience, Attributes & Qualifications You must current hold or have held a CF10a position or can demonstrate the ability to perform that controlled function Hold a formal accounting qualification and had at least 5 years' experience in a Finance role within an FCA regulated firm Have knowledge of payroll and management accounts Have knowledge of the regulatory environment relating to Platforms Have an in depth understanding of the FCA regulatory framework and practical application of the rules including extensive knowledge of the CASS rules and financial resources requirements Have the ability to delegate and empower employees to deliver against objectives Have strong verbal reasoning skills and investigatory abilities Have an interest in continuing self-development Have proven experience of presenting information at a senior level Have previous experience of the delivery of training and production of training material Have excellent analytical skills and attention to detail and accuracy; Systems literate, with the ability to manage and improve processes to produce timely, accurate and incisive information; Ability to manage workload, work independently and meet deadlines.
