Departmental Finance Officer The Departmental Finance Officer is responsible for the management of the provision of financial information, analysis and advice to support the operational management of the Department and its divisions. The role is a complex one requiring extensive knowledge of university funding, research funding and an understanding of the National Health Service's financial structures and processes. Key Responsibilities of Finance Officer
• Coordination and delivery of the Department's annual budget
• Review and control of the annual budget
• Provision of professional financial support to all within the Department
• Attend Departmental Senior Management Board, reporting and advising on the Department's financial position
• Provide the Department and individually, its Divisions with robust financial management and reporting for all financial matters.
• Oversee the provision of monthly finance management reports for the Department to senior staff within the Department and Faculty.
• Oversee and review financial reports to provide clarity and direction to the Department's leadership team and to the Faculty's finance committee, and present commentaries in a form that aids the Head of Department and Departmental Manager in understanding and controlling the Department's activities.
• Development, implementation, and monitoring of controls, systems, procedures to increase efficiency and ensure compliance with College financial regulations and Faculty standards and guidelines.
• Review and authorize orders on both recurrent and research project accounts between £10,000 and
• To review orders above £20,000 and advise the Department on authorization
• In conjunction with the Departmental Manager and Research Manager, work with the Joint Research Office managers to ensure maximization of research funds, monitoring all financial activity and research grant expenditure in the Department.
• To be responsible for analysis of the financial position of all Department taught courses
• To provide detailed information on teaching income and spend across the Department
• Provision of ad-hoc financial information, support to department-wide projects, and advice as necessary Educated to degree level or equivalent Qualified Accountant (ACA, ACCA, CIMA) Developing, analysing, interpreting, and reporting financial information Leading comprehensive financial planning exercises Utilising information technology, particularly database management systems, such as Oracle financial systems and Hyperion Essbase to produce management information reports Knowledge of the practical application of accounting concepts, UK GAAP and Accounting in Higher Education SORP Competent with financial software and systems Strong ICT skills including Excel to an advanced level (macro work), PowerPoint and Word Strong presentation skills with the ability to communicate complex concepts to staff with a range of knowledge Strong communication skills with the ability to build relationships with, and influence, staff at all levels and across varied organisations Ability to prioritise and manage personal workload Ability to show leadership in a changing environment and adapt working practices as necessary
