My client, an international charity, are looking for Contracts and Finance Officers to support them in providing integrated contract, financial and compliance expertise to a portfolio of DFID/EU/ECHO funded contracts, including financial monitoring, cashflow analysis, reporting and closeout. The successful candidates (short and long term contracts are possible) will provide knowledge and expertise on key donors DFID/EU/ECHO, using your financial skills to support the successful implementation of the Fund, work with Contracts and Finance colleagues to develop tools, templates and guidance, and deliver training/capacity building. This role is also a key interface with the UK Finance team, providing key project information for UK financial processes, monitoring against financial indicators and providing financial monitoring reports to the steering committee of the Fund. Key

responsibilities:
Contract Start-Up Contracting & sub-contracting: Prepare Partner Sub-agreements ensuring compliance with UK donor requirements and risk management. Increasingly an understanding of value for money frameworks. Grant Management and Compliance Review of contractual performance of project, proactively working to address financial/compliance issues; escalate risks and issues to line manager when needed Compliance review of all donor financial reports. The post holder will be required to proactively flag issues relating to expenditure rate and value for money data as required. Support to Partners on compliance issues. Project financial close-out, including reconciliation of project closing financial position Prepare for and respond to queries arising from audits of projects (donor audits and internal and annual audits) Cashflow: Manage the process for Partner invoicing (draw down of funds from Partners) Verify requests for transfers to Partners, ensuring financial reports and forecasts are in line with the donor requirements. Internal monitoring, data management and record keeping Spend Rate monitoring Manage updates on the internal Database for Fund Management. Set up grants in financial system (PeopleSoft) and maintain mapping Record keeping for audit purposes: ensure all key documents are centrally filed Fraud management Act as first point of contact for Fraud and Corruption cases and escalate according to the policy on Fraud and Corruption. Follow up on all existing and new Fraud and Corruption cases with Partner organizations liaising with Senior Internal Auditor. Ensure all Fraud and Corruption cases are dealt with according to donor regulations. Essential requirements: Degree level / finance part-qualified Range of experience of finance and compliance experience with DFID, EC, other donors International grant management for a range of range of European donors Excellent financial analysis and monitoring skills; data analysis and ability to deal with high volume data and range of donor budget/reporting formats; excellent attention to detail Excellent budget analysis and monitoring skills, ability to draft budget notes Highly competent in Excel, strong understanding of databases and financial systems Team working - able to build strong working relationships (including remotely) and proactively contribute to joint objectives Strong communication skills in English, both oral and written; able to communicate financial and contractual issues to non- expert colleagues Managing Self - able to work independently, and to prioritize, meet deadlines and maximize efficiency.
