Finance Officer / Finance Assistant SALARY & BENEFITS: scale SCP 19 (£24,799 full time equivalent); actual salary £13,405 plus benefits including Membership of Local Government Pension Scheme and free parking WORKING HOURS: Part Time 20 hours per week THE COMPANY: Do you have previous experience in a finance support role with a good understanding of budgets, receipts and payments, inputting financial data and financial accounting? The out client wants to hear from you today Our client are looking for a new Finance Officer / Finance Assistant to join their small team where you will support the Town Clerk, who is also the Responsible Financial Officer (RFO) in the administration of services to the people of Berkhamsted. In particular, this role will be offering support in administering the council's finances and maintaining associated records and reports, using Omega, a bespoke, user friendly, computer software packages. The main land assets owned by the Town Council are its four allotment sites. The post holder will be responsible for keeping tenancy records up to date and issuing associated invoices using bespoke Colony allotment software together with associated administrative follow up. Key Duties for the Finance Officer / Finance Assistant role :- Receive, verify and pay invoices and other agreed payments, maintaining required audit trail and issue Invoices as required Carry out month end procedures including reconciliation's of the accounts against bank statements and the preparation of all associated reports e.g. income and expenditure, reserves and bank accounts. Follow up debtors and creditors, as required Assist with the preparation and monitoring of the budget and carry out year end procedures including accruals Liaison with auditors, internal and external, and assist with the preparation of the Annual Governance and Accountability Return Balance the accounts, prepare reports for Council and prepare accounts for audit and undertake quarterly VAT returns Using the Colony allotment software, ensure that all allotment records (eg waiting lists, tenants, terminations etc.) and invoicing are up to date undertake all necessary action following regular plot inspections and to liaise with plot holders and allotment representatives as required Liaise with Dacorum Borough Council, Hertfordshire County Council, other Towns or Parishes and outside organisations as necessary .As part of a small, customer focussed team, to assist in the running of the office, dealing with visitors, phone calls, e-mail and other enquiries THE CANDIDATE: The successful candidate for the Finance Officer / Finance Assistant position will need to have previous experience as a finance officer, or similar accounts based role, and will need to have a thorough understanding of budgets, receipts and payments, inputting financial data and financial accounting. You will need to behave good IT skills, have experience using Microsoft Office Packages, and will need to be a highly proficient user of bespoke computer software packages for accounts and other records (to include accurate and speedy inputting, preparation of reports and analysis), and will also need a track record of managing own work load whilst multi tasking in a busy environment. Candidates will also need to have excellent interpersonal skills, a polite and clear telephone manner, a pragmatic and calm approach to problem solving and work generally, and be someone who has the ability to deal tactfully with people from all walks of life. Although not essential, candidates with a professional accounting qualification, experience in using Omega and Colony software, and any experience working in a local government or local authority setting would be highly desirable. Key Experience/ Characteristics preferred for the Finance Officer / Finance Assistant role in Berkhamsted, Hertfordshire :- Previous experience as Finance Officer or similar role essential Must have an understanding of budgets, receipts and payments, inputting financial data and financial accounting Experience bank reconciliation's, preparing and monitoring budgets, preparing accounts for audit and VAT returns Excellent IT skills and ability to learn new software essential Must be highly organised and able to work on own at times Must live within commutable distance to Berkhamsted, Hertfordshire Does this sound like you?
