Our client is a financial Services Regulator in the UAE that is looking for a Senior Manager Policy to join their Strategy Policy & Risk department. The primary purpose of this role is to contribute to the development and maintenance of the organisation's policy framework. The job holder will work across a range of subjects to make sure that the organisation's framework is in line with international standards; and consistent with its Risk Tolerance. This role also requires a contribution to the development and implementation of the organisation's strategy and to the ongoing development, implementation and monitoring its approach to risk. Key

Responsibilities:
Developing regulatory and organisational policies for the organisation considering its profile, strategic positioning and risk tolerance in line with the business plan or on request Leading policy projects to deliver necessary and appropriate changes in the organisation's policy framework to agreed timescales and standards of quality Conducting comparative analysis of international standards and the regimes in other jurisdictions against the organization's regulatory regime to identify areas where change may be needed Contribute to the development, implementation and monitoring of the organization's risk framework and approach to risk-based supervision Follow international regulatory developments on an ongoing basis Participate in shaping relevant international standards by preparing, or contributing to preparing, relevant responses to international or regional consultations. Monitor, analyse and report on the outcomes of this work Establish and maintain relations with local, regional or international regulators and standard setters, where necessary, responding to consultations and queries on regulatory matters Analyse the need for policy or strategic change in any particular area and identify viable options based on their merits Propose to the senior management and the Board appropriate options on policy choices, or the development of strategy or the risk framework, and steps related to their practical implementation across the organisation Lead multidisciplinary teams from across the organization. Take the lead in communicating clearly on relevant issues with both internal and external stakeholders. Establish and maintain effective working relationships with internal and external stakeholders by representing the organization in various forums. Key Requirements: Bachelor's degree in a relevant field (for example, economics, finance, law, international relations) 8 years of experience with a broadly equivalent financial services regulator (or other highly relevant experience) In-depth understanding of financial regulation, its drivers and the role of policy frameworks. Technical knowledge of at least one of the following areas: banking, capital markets, securities, funds, etc. or a demonstrable ability to develop technical expertise quickly Experience and understanding of the role and working methods of the international standard setters and ability to contribute to these processes Expertise in analysing complex issues, identifying viable options, their critical evaluation and selecting the best option from a strategic point of view Understanding of risk concepts and the ability to apply these concepts to the work of a regulator.
