Please get in touch if you would like to discuss the role further. Job Purpose Ensuring the provision of an effective treasury and financial planning service, overseeing cash flow reporting. Develop and maintain an effective financial business plan including stress testing against industry and economic developments. Working on the business planning software to further develop the Corporate Business Plan. Responsible for all aspects of cash management - ensuring sufficient liquidity is maintained to enable the smooth running of the organisation. Responsible for managing a loan portfolio. Ensuring delivery of the Corporate plan and Treasury strategy by delivering loan work and supporting the banking activities, ensuring compliance with all covenants. Job

Responsibilities:
Financial Management Provision of timely and accurate cash flow information in conjunction with the Head of Finance. Lead the management of cash balances to ensure sufficient liquidity is maintained and investment are made in accordance with Group's policies. This includes monitoring the need to draw on the loan facilities. Advise the Head of Finance and Director of Finance on competitive rates available for short and medium-term cash investments in conjunction with Group policies and ensure funds are appropriately placed. Preparation of detailed cash flow reporting on a monthly and ad-hoc basis including a detailed cash flow forecast for 24 months. Assist the Finance Manager and Property and Development Accountant in preparing annual cash flow budgets. Lead the production and review of the corporate business plan ensuring that it is a valuable business tool for strategic decision making. Preparation of the annual business plan. Stress testing the Business Plan against industry and economic developments. Working on the business planning software to further develop the Corporate Business Plan. Managing a loan portfolio including draw downs, repayments, interest and ensuring compliance with all covenants. Reporting to and liaising with a wide range of internal and external stakeholders , presenting to the Board, SMT and other senior stakeholders when required. Participate on ad-hoc projects which may be required by the Board, Senior Management Team and Heads of Service. Ensure that financial records and information are maintained in line with the Group's Financial Regulations and Standing Orders, and comply with statutory and legislative requirements. Participate in the development of all Treasury policies, practice and procedures. Ensure that all financial records are maintained in line with Financial and legislative requirements and that policies and procedures are used effectively. Ensure that the appropriate controls and procedures are in place for the operational finance systems (including banking systems) and that the ICT provision is developed to maximum effect. Strategic Financial Management and Control Develop and implement effective financial and risk management plans that are required to deliver and improve the Financial Services. Ensure that operational services contribute fully to agreed Corporate objectives and financial viability. Lead in the provision of monthly and ad-hoc financial information for Heads of Service, the Director of Property and Development, Strategic Management Team and Board aligned to the strategic objectives to inform decision making. Keep abreast of changes in in financial regulations and legislation. Leadership and Organisational Development Supervise, encourage and develop staff within the Finance team to contribute ideas, take the initiative and contribute to future development. Support delegated decision making within the Group. Enable managers to understand and use financial information in the delivery of excellent services. Person Specification Qualifications, knowledge and understanding Possess a recognised accounting qualification (CCAB) and evidence of continuing professional development. Knowledge and understanding of management and statutory accounts and budget setting. Knowledge and understanding of detailed business planning and stress testing. Knowledge and understanding of managing a loan portfolio including covenants. Knowledge and understanding of managing cash flow and reporting. Understanding the importance of managing personal development. Understands the context of rented housing provided by registered social landlords, it's funding and the challenges it faces and the accounting and reporting requirements. Understands the community mutual model. Experience Experience of treasury management and business planning in any sector. Experience of preparing management information to meet the requirements of internal and external stakeholders and regulators. Experience of managing a complex loan portfolio. Experience of implementing treasury management strategies and policies. Experience of managing cash flows. Experience of developing and operating finance IT systems to improve the quality and effectiveness of financial controls. Understanding and experience in working with others to effectively identify and manage risk. Experience of working within a competency framework and using Personal Development Plans and 1:1's to manage own development. Demonstrable experience of process improvements and working with staff in the development and improvement of financial processes and procedures. Demonstrable advanced skills using Spreadsheet and ICT systems for accounting and analysis purposes.
