The Cabinet Office has a vital role to play at the centre of government. Its purpose is clear: to maintain the integrity of the union, the security of the country and a flourishing democracy; to ensure delivery of the Government's programme and the Prime Minister's priorities; and to ensure the delivery of the finest public services by attracting and developing the best public servants and improving the efficiency of government. As Head of Financial Operations, you will ensure that there is a single strategic direction for the management of all finance operations, control and compliance across the organisation. The post holder will facilitate the processing of simple finance transactions by creating clear policies and processes that make the service easy for the business user. This role requires the post holder to oversee three teams which provide transactional, operational and corporate support to the Department, whilst also ensuring that targets are delivered. The post holder will play a key role in developing a deserved reputation for excellent customer service.The Head of Financial Operations will:Manage the effective delivery of financial operations, ensuring that Cabinet Office continues to meet its prompt payment targets and builds on performance in this area;Drive forward an effective policy on income collection and debt management, working closely with Finance Business Partners to drive forward efficiencies in relation to income and charges;Work closely with our shared services provider (SSCL) and the Head of Systems and Business Intelligence to ensure that the systems are fit for purpose, service level agreements are adhered to and changes are made in a managed way.Lead the annual financial NAO audits, liaising with NAO throughout the year and preparing the Department for both interim and final audits.Develop and oversee a compliance regime for the Cabinet Office, working with SSCL and GIAA to ensure automation is available where possible.Provide expert advice to Ministers and the Cabinet Office Audit and Risk Committee where appropriate.Review, identify and embed best practice policies, processes and protocols to improve financial accounting efficiency and enhance internal controls.The successful candidate will be a qualified accountant with a strong track record in team leadership and the ability to establish effective working relationships with a number of key stakeholders. You will have experience of developing and implementing new systems and procedures as well as strong communication skills. Excellent technical skills across a wide range of financial disciplines and a proven ability to apply them effectively as is having credibility with senior colleagues and stakeholders and the ability to influence decision-making. Salary - £58,582 - £70,877 £5,000 accountancy allowance (Dependant on qualification status)
