Personal Specification Purpose To deliver comprehensive payroll admin services for the council Service to Customers 1. Processing starters and leavers within the payroll system 2. Maintain up to date and accurate sickness records, calculating half pay and nil pay and ensure payments are accurate 3. Process P45, P46, SSP, SMP payments 4. Keep up to date with HMRC e-submissions and changes to employee tax codes 5. Preparation and reconciliation of payment summaries 6. Make attachment of earnings deductions 7. Process pensions requirements including auto-enrolment and opt out. 8. Test and roll out the Work life updates for the self-service system 9. Meet all statutory compliance with Government Bodies - CSA, DWP and County Councils 10. Provide monthly payslips via self-service, email and post 11. Produce Elections payments 12. Process payments including part month payments, multi contract payments, overtime, casual hours, expenses 13. Liaise with management and staff regarding all pay issues 14. RTI submissions 15. As Payroll Assistant, you will be responsible for: Assisting with monthly payroll processing Responding to any employee pay or tax queries Calculating any absences, bonuses, etc when required Preparing payroll reporting Ensuring correct balances with HMRC, Pension & Employees (advances, expenses, etc) Assisting with any HMRC/Gov reporting requirements (P11D, PSA, Gender Gap, ONC, etc) Key Requirements Previous experience in Payroll function, this can either be from a Finance, HR or Payroll specific role Skills and experience Knowledge of Chris21 would be an advantage although training will be provided A good level of HMRC and tax-related experience would be a huge benefit A proven track record of completing tasks within set deadlines Possess high standards and maintain a professional approach to work Be highly organised and motivated Excellent customer care and communication skills in liaising with stakeholders Additional Information Average of 10 hours per week although this can be flexitime and hours can be focused more around monthly payroll processing times and less at other times to be agreed. Some flexibility is required as hours may fluctuate around payroll deadlines.
