RESPONSIBLE FINANCE OFFICER (RFO)/DEPUTY CLERK TO COUNCIL (CILCA) Salary circa £32,000 - Full time / Part time options Closing date: ASAP Our client, a Parish Council is looking for an experienced Responsible Financial Officer (RFO) with the ability to cover a number of duties, which include:
• Responsible for the monitoring and balancing of the Council's accounts, preparation for audit and VAT.
• Responsible for maintaining the computerised financial records of the Council and the administration of its finances with the approved budget.
• To prepare a detailed annual budget and precept recommendation for submission to the Finance & Establishment Committee and thereafter the Full Council, having consulted all other Standing Committees and included their recommendations.
• To manage the Council's payroll, including PAYE, NI etc. administer the Council's Pension scheme and to keep records of mileage, sickness, annual leave etc.
• To supervise the Administration & Finance Assistant in relation to tasks associated with the post.
• To prepare notices and agendas for meetings in consultation with the Committee Chairmen and Clerk to the Council. To attend such meetings and prepare minutes for approval.
• To be responsible for the collation and production of the Parish Council Magazine and be responsible for the Parish Council's IT, website and Social Media.
• Assisting the Clerk to the Council in carrying out his/her functions for the Parish Council and deputising in his/her absence and acting as a representative of the Council as required. As the ideal candidate you will have worked in a similar position with:
• An Accounting / Financial qualification
• Working knowledge of payroll, completing statutory returns, personnel and employment issues.
• A certificate in Local Council Administration (CILCA)
• Working knowledge of Health and Safety, Insurance and Risk Management
