Asset Manager UK Defence Academy - Swindon Full time, 37 hours, Permanent £30,000 to £35,000 plus benefits The job opportunity: Working within the Serco Estates Team, the Asset Manager will be responsible for the Estates asset records for the Building Fabric, Mechanical and Electrical Plant and Site Infrastructure across the DA. Main duties: Adhere to all company protocols, procedures and the Serco Management System policies. Ensure a programme of asset validation is recorded and maintained, and is associated with asset condition surveys, asset condition scores and subcontractor contract management. Ensure all confidential information remains within the company and is not relayed in either verbal or written form to persons or organisations outside the company. Ensure all Estates assets are appropriately asset tagged with barcodes and physical labels, working with the IT Department and Estates Operations teams to do so. Improve the quality and accuracy of the information within the Asset Register, ensuring the CAFM systems asset information integrity. Manage and keep updated full building fabric, M&E and site infrastructure asset registers of maintained and non-maintained assets for the site across both contracts, utilising the chosen CAFM system, ensuring that new assets and systems installed, or upgraded, or replaced through lifecycle replacement, or replaced as beyond economic repair, or mothballed, or decommissioned are recorded. This will include: Adding, deleting and editing asset records in the CAFM system Managing and recording asset warranty information Uploading asset information from Project asset handover Updating asset lifecycle condition scores and other key information Undertaking asset surveys and manage as required, with support from Operations teams, subcontractors and external third parties if necessary Manage and maintain an asset structure and systems hierarchy in line with contractual requirements and chosen PPM methodology working with the Compliance Manager and Policy Manager to do so. Manage and track any changes to the asset registers made or required by the Operations Team, Subcontractors, Project Team, Compliance Manager, CAFM or Policy Manager. Provide monthly and annual reports to the Estates Management Team for the associated activity. Subject all areas of responsibility to continuous review with the objective of identifying and implementing improvement and cost saving measures. Support the Quality Assurance Manager with any audit activity and corrective actions required to demonstrate and maintain contract compliance. Understand the asset management strategy for the Estates department, covering all building fabric, M&E and site infrastructure assets. Undertake, or supervise as necessary, any additional asset survey work required by the Estates Management team. Work alongside the CAFM Manager to help develop the Estates Software systems and managed information (MI) required, ensuring these meet with contractual requirements and objectives. Work productively with other Serco personnel, ensuring that their productivity and attitude is not adversely affected by your actions and/or behaviour. Work with the Estates Management Team, the Authority and Project Team, to support the Estates Life Cycle Cost Models and accompanying capital replacement Forward Works Register (FMR). This may include all Building Fabric, M&E and Site Infrastructure assets, replacement dates and predicted replacement costs in line with RICS BCIS modelling and assumptions, SPONS 2017 and CIBSE Guide M guidance. What we are looking for in our candidates: Essential: Worked in a Hard FM environment Clear decision making in a timely manner based on facts and sound rationale High level of interpersonal and people management skills and attributes Highly evolved time management skills in order to meet demanding programmes of work Highly literate and experienced with IT, in particular MS Office, including Email, Outlook, Word and Excel Proven ability to effectively communicate at all levels of management and teams Security clearance to the appropriate level Self-motivated with excellent planning and organisational ability Worked In a similar role Interacted with clients and stakeholders at a senior level Maintained asset registers, surveying assets and validating asset records Microsoft SharePoint document libraries, document management and version control Understanding of Hard FM statute regulations, legislation and standards Understanding of maintenance planning and PPM scheduling Desirable: Environmental, Mechanical or Electrical technical qualifications Understanding of British Standards, CIBSE Guidelines, SFG20, DIO Hard Standards and RICS methodologies will be an advantage Knowledge of ISO 55001/PAS 55 standards and Asset Management An awareness of Estates Lifecycle Cost Modelling RICS BCIS, SPONS and CIBSE Guide 'M' Experience of using a CAFM system, preferably CAFM Explorer Additional features: It is a condition of employment that all employees undertake any task, within any department or area, that they are directed to perform which is relevant to the company's task at the Defence Academy (Shrivenham), and is within the competence and ability of the employee.
