Job Purpose Essex County Council (ECC), one of the largest and most dynamic local authorities in the UK, is undergoing significant change to further enhance customer focus, service and delivery. This critical role leads the payments, income and financial assessment strategy and will lead the Finance technology strategy ensuring exemplary financial processes, compliance with all corporate requirements, statutory reporting and fiduciary duties. The Head must ensure front to end processes are digitally optimised, benchmark with best in class and provide the optimal customer experience. This strategic leader will be an influencer, work with other senior leaders and accountable for the relationship with key Cabinet Members to provide assurance and drive value for Essex. You will be well networked, providing insight and innovative service solutions, work with strategic and market suppliers to optimise systems and processes that traverse front to end and across ECC (notably Social Care, Finance & Procurement). The leadership of the oversight of the technology solution and planning and implementation for a new system, is a significant strategic responsibility and will require strong partnership working within and outside of Essex. Service/Functional Accountabilities Leadership of the efficacy of financial systems for Essex, including exploring, planning, procuring and implementation of new financial systems. The translation of system leadership thinking (typically annual plans) to their area of work to deliver the political objectives and priorities of the Council and which will ensure that all risks are actively managed. Accountable for the development/delivery of the 'front to end' financial strategy and business plan. for P2P and Income, including systems, processes, financial compliance, reporting and performance data. Accountable for leading and motivating a large team to ensure exemplary standards in the continuous improvement in financial transactions, systems and processes. Accountable for leading on commercial insight to allow ECC to develop and grow and benefit from best in class operations and systems. Accountable for translating customer needs to deliver process and technology changes, which ensure value for ECC. Working collaboratively with senior leaders and Members to achieve high quality and effective systems, processes and reporting that ensures a high level of understanding across ECC. Develop strong and influential relationships with external organisations/partners, identifying areas of innovation and adopting best practices. Accountable for ensuring systems and processes maximises the collection of all income and debt due to the Council, the cost-effective payment to all providers/suppliers in accordance with organisational expectations and financial regulations. Accountable for providing management information, data and insight which ensures efficient payment of suppliers, maximises the collection of all income, and empowers budget holders by improving awareness and capability for financial systems and processes. Accountable for service improvement projects, collaborating across ECC, to achieve organisational efficiency maintaining currency on legislation changes and translating these into local policy and procedure. Build strong relationships with Heads of Finance and other professionals across and outside ECC which support the delivery of annual plans, projects. Develop a reputation for achieving outcomes and resolving issues. Specific individual and shared targets and objectives are defined annually within the performance management framework. Knowledge, Skills and Experience Possess a full CCAB qualification (or equivalent e.g. IRRV) with significant post qualification experience. Experience of complex financial systems development, sourcing, implementation and management. Evidence of continuing professional development and expert knowledge in relevant professional area. Knowledge and understanding of strategic financial management systems, processes frameworks in a public-sector setting. Proven track record of strong delivery and performance focus in a high-volume environment. Experience of successfully leading and delivering major cultural and organisational (transformational) change in a large complex organisation which is rapidly progressing Excellent stakeholder management skills up to Board level. Excellent leadership skills and behaviours with a proven track record of forging a highly performing and motived finance team from diverse backgrounds and the ability to lead and influence multi- disciplinary teams at a strategic and operational level to achieve strategic objectives.
