Group Sustainable Infrastructure Business Unit Infra Policy & Project Preparation, SIG Contract Type Regular Contract Length Posting End Date 21/02/2019 Purpose of Job The AD is responsible for delivery of sector specific policy advisory for all of Sustainable Infrastructure Business Group (SIBG), inputting into the structuring of Public and Private Partnerships (PPPs), renewable projects (such as Power Purchase Agreements and tariff regimes) and commercialised public sector investments. They will be responsible for incorporating sector specialists and engineers, PPP specialists, sector economists through their management of the SI policy work. In conjunction with the Director of SI 3P, they will be the Bank's representative for the coordination of joint policy work with IFIs, the G20, international agencies, and the private sector. Once the policy agenda for targeted countries is set, the AD is responsible for setting the country strategy and delivering the SIBG policy agenda Accountabilities & Responsibilities The role of Associate Director of the SI Policy is created to provide management, leadership and coordination in order to efficiently achieved to deliver SI BG's business targets and support the Bank's policy goals in line with the transition mandate of the Bank. External Business Development and International Coordination In coordination with the Director, SI 3P and the MD SIG, support the deepening of the Bank's role in a number of international and IFI-wide infrastructure working groups, including representing the Bank at; G20 Infrastructure Working Group, the G20's Global Infrastructure Hub; the MDB's Infrastructure Cooperation Platform; and the Sustainable Infrastructure Foundation's SOURCE Steering Committee. The AD will be the banks main representative at Global Infrastructure events such as: PPP Knowledge Lab; MDB's Sustainable Transport Initiative and Road Safety Initiative; the World Economic Forum's Future Council on Infrastructure and Energy; and OECD's Long-term Institutional Investors Working Group. Participation in major international infrastructure meetings (e.g., 'Global Infrastructure Forum'; International Transport Forum; and International World Water Congress). In conjunction with Director SI 3P they will shape the strategic inputs for the Bank's role in the MDB Infrastructure Cooperation Platform's Workstream for Project Preparation the role includes frequent dialogue with other IFIs, particularly the World Bank Group and the Regional MDBs, regarding policy initiatives, and other activities and knowledge sharing related to large, complex projects and initiatives under consideration for multi-source financing. Process and Business Delivery Ensure high-quality and timely delivery of the SI Policy and SIG's annual work flow, in accordance with the SIG annual work plan and the SI 3P Business Plan. Ensure PPP Advisory; Project Preparation; and TC Grants)are mutually reinforcing, and utilise the full strength of all Units' staff for the benefits of the Bank's business outcomes. Policy Unit Specialists will work closely with PPP Advisory and Project Preparation Specialists. Accountable for the SI Policy Unit delivery of services for not only projects funded by the SIA, but all other SIG projects as well. Manage the delivery of a rolling three-year policy delivery plan for SI BG, in coordination with EPG, E2C2 and the rest of Vice-Presidency for Policy and Partnerships, in line with the SI BP targets and SIA Business Plan. Manage and deliver the robust transition agendas from a policy perspective for SI BG projects, in conjunction with EPG to ensure consensus for SI BG's teams, and to facilitate discussion of substantive issues on TI between Banking and EPG. Manage the technical, sector-based inputs to policy, including responsibility for timely and high-quality preparation of TCs. Coordinate project-level policy activities with SPCom, EPG and LTT. With the Directors and MDs from SI 3P and EPG, the AD will set strategic initiatives and ensure business delivery. E.g development of transition impact. Management Level Manage all SI 3P Policy staff at both functional and operational level, including inputs to remuneration reviews. Ensure that policy inputs and work flow is done on a timely manner with high quality, for the good of all project types of the SI Group. Direct accountability for the engagement and effective overall management of the Policy Unit including recruitment, compensation, performance management, coaching and development. Where matrix reporting is in place, work jointly with the country counterpart when setting objectives and completing performance appraisals for relevant staff. Knowledge, Skills, Experience & Qualifications Extensive sector-knowledge of sustainable infrastructure sector with regard to planning, regulation, institutional arrangements, and implementation Requires a minimum of a Master's Degree in planning, engineering, or economics, with a particular specialisation in transport, power, and municipal infrastructure sectors A mix of public sector, consulting, and/or private sector experience working for an infrastructure operator or construction company is preferred Knowledge of and experience in the infrastructure sector of IFIs and/or the G20 is an asset People management experience Very good negotiating skills Diversity is one of the Bank's core values which are at the heart of everything it does.
